UTAH’S CLICK IT OR TICKET MOBILIZATION
Seatbelt: “Click It or Ticket‖ WARNING!! North Ogden Police Officers have been
participating in a ―Click It or Ticket‖ seat belt campaign which runs through the first week of
June. They have been looking for seat belt violations in addition to other traffic violations.
This campaign is meant to protect our citizens from needless death and injury, and to reduce
taxpayer costs that result from traffic accidents. Traffic accidents cost the State of Utah
hundreds of lives and thousands of injuries each year. In 2008, there were 271 people killed
in car accidents on Utah’s roads. National statistics show traffic accidents cost about $164
billion each year in medical expenses, lost productivity and property damage.
Utah law provides for primary enforcement on seatbelt compliance for all people up to the
age of 19 years. For adults 19 years and older, it is only secondary, which means a
person can be cited for non-compliance when they are detained for another offense.
Teens and young adults aged 16-34 years are more likely than any other group of
drivers to be in a car accident and the least likely to wear a seat belt according
to Utah statistics.

TIMES WHILE SOLICITING.
The badge is issued after the required application, including
background check, has been completed and reviewed and it is
determined that the City’s requirements have been met.

The North Ogden Police VIPS (Volunteers in Police Service) program is
now operational. Four energetic North Ogden residents have signed on to
participate in our program and they are: David Willoughby, April Bench,
John Wickersham and Debbie Barker. They will help bridge the gap
between the services that police provide and the needs of our community.
The demands on law enforcement increase dramatically each year and we‟re
continually looking for ways to better serve our citizens. The VIPS program
provides a value-added level of support to our police department. While all
law enforcement agencies are designed and staffed to provide appropriate
policing and law enforcement services to the community, utilizing
volunteers allows our officers to focus on their primary duties, policing and
enforcement.
VIPS‟ duties will include patrolling public parks, schools, churches and
businesses during evening hours. Volunteers will also perform vacation
checks, clerical tasks, assist with search and rescue activities, issue winter
parking violations and serve as an extra set of “eyes and ears.” Officers
engaged in responding to community needs (911 calls, citizen complaints)
need a great deal of support in many other areas of departmental operations.
VIPS volunteers can provide that support and, by doing so, enhance the
value and effectiveness of our police department. Each volunteer has been
asked to work a minimum of two (2) four-hour shifts per month.
We‟re excited with the implementation of this program and appreciate the
commitment made by these four individuals to volunteer their time, talents
and resources to our department and city. The mission of the North Ogden
Police Department is to provide a safe and secure community and improve
the quality of life for community residents. VIPS volunteers will aid us in
achieving this goal.


A new school crosswalk with signage, flashing lights and a crossing guard is
now in full operation at 400 E. and 2650 N. The crossing guard that was at 400 E 2600 N has been relocated a half block north at the new crosswalk.  All students residing west of 400 E (Washington Blvd.) between 2600 N and 2750 N are encouraged to meet at the crosswalk at the appropriate times and wait to be properly crossed by the assigned guard.  Drivers, please be on the alert while driving and be aware of the school crossing flashing lights. When they are turned on and flashing, you MUST decrease your speed to 20 mph. Crosswalks are clearly marked with orange cones in the middle of the road. Use caution in all school zones and be prepared to stop when the crossing guard steps onto the road with his/her STOP sign assisting students safely across the street.

On behalf of the Weber Human Services Prevention Department and the North Ogden Police Department, we now have a collection and disposal program for unused, unneeded, outdated prescription medications. The program is free, and we invite and encourage everyone to take advantage of this service. Citizens may place their medications into the collection box anonymously. The program is environmentally safe, and reduces access to addictive medications for accidental or intentional misuse by children in the home. This is also a safe alternative to disposing of medications in the landfill or sewer systems, which may negatively affect the environment.
The metal mailbox style collection box is clearly marked and located in the foyer of the police department. Medications can be dropped into the box using either the pill bottle they came in, or in a plastic bag available at the front counter.

We want to introduce to all our residents a city wide “Safe Park Program.” Our beautiful parks are well kept by our Parks Department staff. A park can be a gathering place for family, friends and neighbors. It is a place of a great many discussions, a meeting place where you can tell stories to as many people as will listen, a fun place for children to play, a place to enjoy a sporting event for youngsters of all ages, a place to watch movies and band competitions, a place you feel safe, a place close to home and an extension of your backyard. Our parks have recently been known as places where a few undesirables commit criminal acts such as graffiti, criminal mischief, assaults, and sexual activities. This should not be occurring in our parks. We need to be vigilant and do everything in our power to take back our parks and not allow a few to ruin these places set
aside for the purposes of family fun and activities. We ask you to assist us in this effort by adopting a park in your own area to help keep it safe for all of us to enjoy. We want to encourage groups to walk through the parks, keep a close watch for suspicious behaviors and illegal activities, and report them to the police. Most of us have cell phones and we encourage you to call dispatch at (801) 629-8221 to report things immediately.

August 24th is the first day of school.
We ask all drivers to be on the lookout
for children of all ages going to and
from school. Please obey all traffic laws,
including slowing down in school zones.
Be aware of children in school crossings
and help the crossing guards working to
keep our children safe.

Now that the winter parking regulations are over for the season it is time for a reminder of North Ogden City   Code, Section 11-10-22, which reads as follows:
“Motor homes, travel trailers, camping trailers, other trailers and boats, shall not be located in the public street for more than two (2) consecutive days and not more than ten (10) days in any one month. No recreational vehicles may be stored in the public street during and within twenty-four (24) hours after the end of a snowstorm.  Regular storage of these types of vehicles, including trailer tongues and hitches, must be located on an approved concrete or asphalt surface not to exceed ten feet (10') from the front wall plane of the house and entirely on the owner's property.”

North Ogden Police have received numerous citizen complaints related to vehicles turning east from
Washington Blvd. onto 2600 N. then stopping a few feet from the corner and waiting to
make a left turn into the 7-11 convenience store; holding up all eastbound traffic.  There
have been many near misses and possibly very serious wrecks at the intersection of 2600 N.
& Washington Blvd. according to the calls to the police department.  The observation has been that the congestion caused by the car making the left turn into 7-11 contributing to longer delays and the speed of the eastbound traffic on 2600 N. moving at 50 mph through the intersection makes for a tragedy waiting to happen that could result in serious injuries and loss of a life.  

Because this is a busy intersection and major thoroughfare, it is our desire to prohibit left turns off of 2600 N. into the 7-11 store.  We will study the matter further and hope to implement the changes in the near future.  Proper signs will be posted and officers will monitor and enforce the “no left turn” traffic movements into the 7-11 store. Violators will be cited. We know that this may be an inconvenience for some of you but we hope you understand that your safety is our concern.

We want to bring your attention to a very
important traffic issue regarding “Right Turn
Only” regulatory signs erected at the exits of
the Wells Fargo Bank and 7-Eleven on 2600
and Washington Blvd. The purpose for
erecting these signs at the exits of these two
locations is twofold, the first is safety of oncoming traffic, the
second is to allow the free flow of traffic at a safe speed, thus
avoiding congestion at the intersection. After coming to a
complete stop and observing that it is safe to proceed you can
make the “Right Turn Only” as indicated on the sign.
Be aware that when you are coming from a private road or
driveway, in a business or residential district, onto a public street
you must stop, whether or not there is a stop sign.
41-6a-907…The operator of a vehicle emerging from an alley,
building, private road or driveway within a business or residential
district shall stop:
(1)..the vehicle immediately prior to driving onto a sidewalk or
onto the sidewalk area extending across the alley, building, private
road, or driveway; or
(2)..if there is no sidewalk area, at the point nearest the street to be
entered where the operator has a view of approaching traffic.
Stay tuned for more information regarding left hand turns at the
entrances of Wells Fargo Bank and 7-11 convenience store. We
will solicit your cooperation on this matter in the near future.

NORTH OGDEN POLICE DEPARTMENT 515 E 2600 N - 629-8221

The snow has begun falling and our officers have been putting warning notices on parked cars, trucks, etc… The “Winter Parking Ordinance” has been in effect throughout the City since November 15th. There are still a few people out there who ignore these notices and continue parking their vehicles and trailers on the streets. This makes snow removal very difficult and potentially hazardous for our truck operators. We are encouraged, however, by the fact that many of you have taken heed of these warnings by complying with this ordinance. Please understand how crucial your cooperation is for the Public Works personnel to perform their duties and ensuring our streets are safe to travel. Remember that your participation in this effort is paramount.

For your information and safety:
Have you been approached by someone asking to come into your home for a drink of water, to use your phone or restroom, or looking for someone that lives in the neighborhood, and did you let them in? Well, if you have, know that this person may have gone through the medicine cabinet and taken all the pain medicine. If you are going to allow people to come into your home as
indicated above, I would suggest that you never let them out of your sight. Your medicine should be stored some place safe and secure from the public. Most medicine cabinets are located in the restroom or in the kitchen. It is also recommended that you keep all your jewelry in a safe place, not the restroom. Desperate people looking for drugs will take jewelry and anything of value in
trade for their drug of choice. From all of us at the police department and court, we wish you a safe and pleasant Christmas holiday season…

Recently through a grant, the department has acquired a
Digital Traffic Radar Speed Trailer. You may have already
seen the trailer parked in your neighborhood.  This is a great
tool for you and us.  The data we collect from the trailer can
be downloaded and we’ll be able to assess whether we have a
speed problem on any given road in the city.  The correct
speed limit for the particular street is posted on top of the
trailer. As you enter into the sight of the radar, the digital
readout will automatically display your travel speed.  This
will be a great opportunity for you to note whether your
speedometer is accurate.  If your speedometer is off, it will be
to your advantage to have it fixed.
 
The trailer will be parked at our schools from time to time as a reminder to drivers.  At other 
times, the trailer will be on our main roads, again for the purpose of educating the public on the importance of traveling the posted speed limit.  Please be advised that in the absence of a posted speed limit sign the speed limit is 25 mph.  In other words, if there is no speed limit sign, you
must assume the speed limit is 25 mph.
