NORTH OGDEN POLICE DEPARTMENT – 782-7219 School is back in session, autumn is upon us, the leaves are beginning to change, and our little ones will soon be going around the neighborhood trick-or-treating. We wish to take this time to remind parents of some helpful Halloween safety tips: When selecting costumes for your children, select outfits with light colored or reflective features. These make your children easier to see after dark. Select costumes which use makeup rather than masks. Masks reduce your child's line of sight, which can be hazardous when walking in areas with tripping hazards or when crossing the street. Foam and plastic costume props provide a safer alternative than wood or metal accessories. Keep costumed children away from pets. Animals may not recognize costumed children and can become nervous or fearful. This often leads to the animals biting children. Provide each child with a flashlight. Have an adult or older child escort younger children, make sure they exercise caution around roadways and vehicles, and do not permit them to enter people's homes. Only go to houses where you know and trust the residents. Examine candy before allowing your children to eat it. Only accept opened or home-baked goods from people you know and trust. Know where your children are going, who they will be with, and when they will be home. Also provide them with a cell phone so you can keep in touch with them. On the topic of Halloween, this is also a season when the police department sees an increase in criminal mischief complaints. Please make sure that any Halloween decorations are secure in your yard to avoid them being stolen, and be mindful that every year, a large number of pumpkins are stolen from people's yards. These are often used to damage mailboxes and other property. We hope that everyone has a safe and enjoyable Halloween.

If you read or watch the news, you have probably noticed a large number of crimes against businesses in our area. Whether this is the result of our current economic climate, the outcome of drug use, or other reasons, it is unfortunate that our fine, hard-working business owners are the target of these criminal activities. To help curtail crime in and around our businesses, we have increased patrols of these areas. Just over a year ago, we also formed a „Volunteers in Police Service‟ (VIPS) unit and they have been a great asset in helping us watch these locations. We are in the process of creating a Business Watch program to help our business owners stay safe and protect their investments in our community, and are sharing intelligence information we receive which pertains to crime that may affect businesses in our community. We encourage residents in the city to shop local and support our businesses. We also ask that while you are out shopping; take the time to be aware of your surroundings. Watch for suspicious activity, and report anything suspicious to the business owner or the police.
One crime trend where we have seen an increase of throughout the county is criminals removing business' windows. These criminals tend to target the cash register specifically. If you see broken or damaged windows, please call the police immediately. Business owners, if you leave your empty cash register drawers on the counter in plain view overnight, hopefully, this will send a message to would-be thieves that you do not have what they want. Do not leave cash on the premise after closing. This will help limit your losses should you be targeted by these thieves. Another unfortunate result of our current times is the number of vacant businesses and homes in the city. We have responded to several complaints of criminals having entered vacant homes and businesses and stolen copper wiring, pipes, and other metals. As you are about your travels, we ask that you watch for open doors and suspicious activities around these vacant properties as well. Our business owners are doing their part to succeed and support our community, please help us and them by being observant and reporting any possible criminal activity. Together, we can keep North Ogden a great place to live.
By now you have put away all the summer tools and equipment in the garage or shed to include the lawnmower, weed eater and bicycles. These items along with snow blowers, golf clubs, ski and snowboard equipment and machinery are all popular items on a Christmas shopping list for those undesirables looking for an opportunity to profit off of you. This winter is no different than the last. The very people who commit these crimes couldn‟t care less about what you paid for that snow blower you bought two months ago or that you still owe on it. What they are looking for is anything of value inadvertently left out by the side of the garage or in a garage that was left open. All he cares about is how much money he will make off of your property when he turns it in for cash or trade for his drug of choice. It‟s as simple as that. To all our residents the message is clear, put away all your property and keep belongings out of sight in the garage or shed. Secure them by locking them up. It makes no sense after the property is secured behind a closed garage door to leave a side door to the garage unlocked because someone in the family lost their key to the house. If you don‟t think a criminal will find the unlocked door, think again. You may as well put the key under the Welcome mat and leave little Johnny a note saying that you are out shopping and telling him where to find the spare key. This is a friendly reminder to all residents and visitors to our City. We want to direct your attention to the Winter Parking Ordinance. We urge you to make preparations now to remove trailers, motorhomes, boats, tractors and all vehicles from the streets to allow Public Works personnel to clear snow and make our roads safer. Please take a few minutes and familiarize yourself with our Winter Parking ordinance.
North Ogden City WINTER PARKING – Section 7-3-4 of the North Ogden City Code reads as follows:Winter Parking RegulationsA. Definitions: As used in this section, the following terms shall have the following meanings:Park, parked and parking: The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of andwhile actually engaged in loading or unloading property or passengers.Snow storm: An event of snowfall which is anticipated to result in accumulations of snow sufficient to necessitate the removal ofsnow from the public streets and roadways.Vehicle: Any device, means or mechanism in or on which persons, goods or other items of personal property may be carried fromone place to another. “Vehicle” includes, but is not limited to, automobiles, trucks, trailers of all kinds, motorcycles, off highwayvehicles, motor homes, recreational vehicles and tractors.B. Prohibited parking:1. It is unlawful for the owner of any vehicle to park his or her vehicle, or allow his or her vehicle to be parked, on any publicstreet or roadway in the city between the hours of twelve o’clock (12:00) midnight and six o’clock (6:00) a.m. from November15 through March 15 of each year, except for physicians or emergency vehicles in emergency situations.2. It is unlawful for the owner of any vehicle to park his or her vehicle, or allow his or her vehicle to be parked, on any publicstreet or roadway in the city during any snow storm or within twenty four (24) hours following the cessation of snow after anysnow storm. NORTH OGDEN POLICE DEPARTMENT HALLOWEEN SAFETY In a few weeks, children of all ages will be out in great numbers dressed in their spooky, weird & creepy costumes going door-to-door in search of candy and treats. These are fun times for the little ones and it seems like nothing will stand in the way of getting as many treats as they can to fill their bags. For this reason, we remind all drivers to be watchful for these precious ones as they dart out between parked cars. We caution you not to use your cell phone or do anything else that will distract you when driving. Pay close attention to the road and your surroundings. Parents, please DO NOT let children go trick-or-treating without you or a responsible adult. We also highly discourage letting your children go into unfamiliar homes. Below is a list of Halloween safety recommendations you may want to reinforce with your children to help make this Halloween a safe and pleasant one for all of us. - Wear light-colored clothing short enough to prevent tripping, and add reflective tape. - Dress according to the weather. - Use make-up instead of face masks. - Adults should accompany young children. - Go out in the daytime and carry a flashlight in case of delay. - Only visit homes you know. - Watch for traffic and only cross the street when it is safe. - Give and accept only wrapped or packaged candy. - Examine candy before allowing children to eat it. - Keep costumed children away from pets; they may not recognize the child and become scared. - Avoid hard plastic or wood props such as daggers or swords; substitute with soft, flexible foam rubber.

NORTH OGDEN POLICE DEPARTMENT UTAH’S CLICK IT OR TICKET MOBILIZATION Seatbelt: “Click It or Ticket‖ WARNING!! North Ogden Police Officers have been participating in a ―Click It or Ticket‖ seat belt campaign which runs through the first week of June. They have been looking for seat belt violations in addition to other traffic violations. This campaign is meant to protect our citizens from needless death and injury, and to reduce taxpayer costs that result from traffic accidents. Traffic accidents cost the State of Utah hundreds of lives and thousands of injuries each year. In 2008, there were 271 people killed in car accidents on Utah’s roads. National statistics show traffic accidents cost about $164 billion each year in medical expenses, lost productivity and property damage. Utah law provides for primary enforcement on seatbelt compliance for all people up to the age of 19 years. For adults 19 years and older, it is only secondary, which means a person can be cited for non-compliance when they are detained for another offense. Teens and young adults aged 16-34 years are more likely than any other group of drivers to be in a car accident and the least likely to wear a seat belt according to Utah statistics. NORTH OGDEN POLICE DEPARTMENT 515 E 2600 N - 629-8221 The North Ogden Police VIPS (Volunteers in Police Service) program is now operational. Four energetic North Ogden residents have signed on to participate in our program and they are: David Willoughby, April Bench, John Wickersham and Debbie Barker. They will help bridge the gap between the services that police provide and the needs of our community. The demands on law enforcement increase dramatically each year and we‟re continually looking for ways to better serve our citizens. The VIPS program provides a value-added level of support to our police department. While all law enforcement agencies are designed and staffed to provide appropriate policing and law enforcement services to the community, utilizing volunteers allows our officers to focus on their primary duties, policing and enforcement. VIPS‟ duties will include patrolling public parks, schools, churches and businesses during evening hours. Volunteers will also perform vacation checks, clerical tasks, assist with search and rescue activities, issue winter parking violations and serve as an extra set of “eyes and ears.” Officers engaged in responding to community needs (911 calls, citizen complaints) need a great deal of support in many other areas of departmental operations. VIPS volunteers can provide that support and, by doing so, enhance the value and effectiveness of our police department. Each volunteer has been asked to work a minimum of two (2) four-hour shifts per month. We‟re excited with the implementation of this program and appreciate the commitment made by these four individuals to volunteer their time, talents and resources to our department and city. The mission of the North Ogden Police Department is to provide a safe and secure community and improve the quality of life for community residents. VIPS volunteers will aid us in achieving this goal.
A new school crosswalk with signage, flashing lights and a crossing guard is now in full operation at 400 E. and 2650 N. The crossing guard that was at 400 E 2600 N has been relocated a half block north at the new crosswalk. All students residing west of 400 E (Washington Blvd.) between 2600 N and 2750 N are encouraged to meet at the crosswalk at the appropriate times and wait to be properly crossed by the assigned guard. Drivers, please be on the alert while driving and be aware of the school crossing flashing lights. When they are turned on and flashing, you MUST decrease your speed to 20 mph. Crosswalks are clearly marked with orange cones in the middle of the road. Use caution in all school zones and be prepared to stop when the crossing guard steps onto the road with his/her STOP sign assisting students safely across the street.
On behalf of the Weber Human Services Prevention Department and the North Ogden Police Department, we now have a collection and disposal program for unused, unneeded, outdated prescription medications. The program is free, and we invite and encourage everyone to take advantage of this service. Citizens may place their medications into the collection box anonymously. The program is environmentally safe, and reduces access to addictive medications for accidental or intentional misuse by children in the home. This is also a safe alternative to disposing of medications in the landfill or sewer systems, which may negatively affect the environment. The metal mailbox style collection box is clearly marked and located in the foyer of the police department. Medications can be dropped into the box using either the pill bottle they came in, or in a plastic bag available at the front counter.
NORTH OGDEN POLICE DEPARTMENT 629-8221 We want to introduce to all our residents a city wide “Safe Park Program.” Our beautiful parks are well kept by our Parks Department staff. A park can be a gathering place for family, friends and neighbors. It is a place of a great many discussions, a meeting place where you can tell stories to as many people as will listen, a fun place for children to play, a place to enjoy a sporting event for youngsters of all ages, a place to watch movies and band competitions, a place you feel safe, a place close to home and an extension of your backyard. Our parks have recently been known as places where a few undesirables commit criminal acts such as graffiti, criminal mischief, assaults, and sexual activities. This should not be occurring in our parks. We need to be vigilant and do everything in our power to take back our parks and not allow a few to ruin these places set aside for the purposes of family fun and activities. We ask you to assist us in this effort by adopting a park in your own area to help keep it safe for all of us to enjoy. We want to encourage groups to walk through the parks, keep a close watch for suspicious behaviors and illegal activities, and report them to the police. Most of us have cell phones and we encourage you to call dispatch at (801) 629-8221 to report things immediately. * * * * * * * * August 24th is the first day of school. We ask all drivers to be on the lookout for children of all ages going to and from school. Please obey all traffic laws, including slowing down in school zones. Be aware of children in school crossings and help the crossing guards working to keep our children safe.
Now that the winter parking regulations are over for the season it is time for a reminder of North Ogden City Code, Section 11-10-22, which reads as follows: “Motor homes, travel trailers, camping trailers, other trailers and boats, shall not be located in the public street for more than two (2) consecutive days and not more than ten (10) days in any one month. No recreational vehicles may be stored in the public street during and within twenty-four (24) hours after the end of a snowstorm. Regular storage of these types of vehicles, including trailer tongues and hitches, must be located on an approved concrete or asphalt surface not to exceed ten feet (10') from the front wall plane of the house and entirely on the owner's property.”
North Ogden Police have received numerous citizen complaints related to vehicles turning east from Washington Blvd. onto 2600 N. then stopping a few feet from the corner and waiting to make a left turn into the 7-11 convenience store; holding up all eastbound traffic. There have been many near misses and possibly very serious wrecks at the intersection of 2600 N. & Washington Blvd. according to the calls to the police department. The observation has been that the congestion caused by the car making the left turn into 7-11 contributing to longer delays and the speed of the eastbound traffic on 2600 N. moving at 50 mph through the intersection makes for a tragedy waiting to happen that could result in serious injuries and loss of a life.
Because this is a busy intersection and major thoroughfare, it is our desire to prohibit left turns off of 2600 N. into the 7-11 store. We will study the matter further and hope to implement the changes in the near future. Proper signs will be posted and officers will monitor and enforce the “no left turn” traffic movements into the 7-11 store. Violators will be cited. We know that this may be an inconvenience for some of you but we hope you understand that your safety is our concern.
NORTH OGDEN POLICE DEPARTMENT 515 E 2600 N - 629-8221 We want to bring your attention to a very important traffic issue regarding “Right Turn Only” regulatory signs erected at the exits of the Wells Fargo Bank and 7-Eleven on 2600 and Washington Blvd. The purpose for erecting these signs at the exits of these two locations is twofold, the first is safety of oncoming traffic, the second is to allow the free flow of traffic at a safe speed, thus avoiding congestion at the intersection. After coming to a complete stop and observing that it is safe to proceed you can make the “Right Turn Only” as indicated on the sign. Be aware that when you are coming from a private road or driveway, in a business or residential district, onto a public street you must stop, whether or not there is a stop sign. 41-6a-907…The operator of a vehicle emerging from an alley, building, private road or driveway within a business or residential district shall stop: (1)..the vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across the alley, building, private road, or driveway; or (2)..if there is no sidewalk area, at the point nearest the street to be entered where the operator has a view of approaching traffic. Stay tuned for more information regarding left hand turns at the entrances of Wells Fargo Bank and 7-11 convenience store. We will solicit your cooperation on this matter in the near future.

The snow has begun falling and our officers have been putting warning notices on parked cars, trucks, etc… The “Winter Parking Ordinance” has been in effect throughout the City since November 15th. There are still a few people out there who ignore these notices and continue parking their vehicles and trailers on the streets. This makes snow removal very difficult and potentially hazardous for our truck operators. We are encouraged, however, by the fact that many of you have taken heed of these warnings by complying with this ordinance. Please understand how crucial your cooperation is for the Public Works personnel to perform their duties and ensuring our streets are safe to travel. Remember that your participation in this effort is paramount.
For your information and safety: Have you been approached by someone asking to come into your home for a drink of water, to use your phone or restroom, or looking for someone that lives in the neighborhood, and did you let them in? Well, if you have, know that this person may have gone through the medicine cabinet and taken all the pain medicine. If you are going to allow people to come into your home as indicated above, I would suggest that you never let them out of your sight. Your medicine should be stored some place safe and secure from the public. Most medicine cabinets are located in the restroom or in the kitchen. It is also recommended that you keep all your jewelry in a safe place, not the restroom. Desperate people looking for drugs will take jewelry and anything of value in trade for their drug of choice. Recently through a grant, the department has acquired a Digital Traffic Radar Speed Trailer. You may have already seen the trailer parked in your neighborhood. This is a great tool for you and us. The data we collect from the trailer can be downloaded and we’ll be able to assess whether we have a speed problem on any given road in the city. The correct speed limit for the particular street is posted on top of the trailer. As you enter into the sight of the radar, the digital readout will automatically display your travel speed. This will be a great opportunity for you to note whether your speedometer is accurate. If your speedometer is off, it will be to your advantage to have it fixed. The trailer will be parked at our schools from time to time as a reminder to drivers. At other times, the trailer will be on our main roads, again for the purpose of educating the public on the importance of traveling the posted speed limit. Please be advised that in the absence of a posted speed limit sign the speed limit is 25 mph. In other words, if there is no speed limit sign, you must assume the speed limit is 25 mph.
NORTH OGDEN POLICE DEPARTMENT - 515 E 2600 N - 629-8221 A few months ago, a young man came to the North Ogden Police Department with an interesting story to tell. Someone he did not know had approached him while he was on his way home from delivering newspapers and gave him a large sum of money. The person said it was a tip for his newspaper delivery. The carrier did not recognize the person as one of his customers, and when he saw the denomination on the bill, he was startled. He did not know what this person’s intentions were, because the amount of money he was given was much larger than any other newspaper tip he had ever received. He went home and immediately reported what had happened to his mother. They brought the money to the police department and explained what happened. Police verified the money was not counterfeit and then secured it into evidence, in case it was later discovered the person had ulterior motives or had accidentally given more money than he had intended. Police watched the area where this had happened, but were unable to find the person who had given the money. This young man, Derrek Studebaker is to be commended for doing the right thing. Not only did he think clearly enough to go straight home and report the incident to his parents, but then instead of trying to keep the money, he had the integrity to turn the money over to the police in case there was a questionable motive, or the money had been given accidentally. The 90-day holding period mandated by law for lost and found property has passed, and because of this young man’s honesty and integrity, he now gets the money free and clear. The money was turned over to him in a ceremony in front of his peers. More valuable than the money, however, is the priceless character Derrek Studebaker has shown by being honest and doing the right thing when put into a difficult situation. Good job Derrek, and keep up the good work.
CODE ENFORCEMENT 737-9837 What a winter we have had with all the wonderful snow! As of March 15th the winter parking ordinance allows you to park on the street overnight again, however when it snows the requirements for you to remove your vehicles from the roadside for 24 hours before and after the storm still remains the same. Another reminder now that the days are getting a little warmer. It is unlawful for snow to be shoveled, blown or placed in the street to melt. Please refrain from doing this as a courtesy to your neighbors and for the safety of traffic on the roads.
It is winter time again! CODE ENFORCEMENT 737-9832 As per North Ogden City Code Section 8-4-1 all persons responsible for maintenance of property, whether residential or commercial, are required to keep all sidewalks clear and free of snow and ice accumulation promptly and effectively. Keep in mind that snow and ice cannot be discharged onto public streets. It is a class B misdemeanor and can be subject to penalty, for anyone that is does not maintain clear sidewalks or discharges snow or ice into streets. NORTH VIEW FIRE AGENCY - 782-8158 We would like to thank you for your support on Election Day. It was very gratifying to receive over 85% support to form a Fire District, which will include the cities that we serve; Harrisville, Pleasant View and North Ogden. Efforts are now continuing to accomplish all the necessary legal requirements to create the new District. When the new Fire District board is created it will be responsible for the administrative and financial oversight of the new District. In forming the new district we will provide a more stable funding source to insure that the services required by our communities will be available. We will continue to provide the best service we can at the least possible cost. With winter soon upon us we ask that you help us in keeping the snow clear from the fire hydrants. Time is critical during the first few minutes of a fire and the time we save not looking for a buried fire hydrant, instead can be used to minimize damage and save lives. PUBLIC WORKS - 322 Pleasant View Dr. - 782-8111 Green Waste Pick up - The City has scheduled the spring Green Waste Pick Up for April 21-25, 2008: collection will be on your regular garbage day. The volume of material may; however, delay collection a day or two. The regulations mentioned below MUST be followed when placing material out for collection. All materials must be in boxes, bundled with string or bagged. Bush clippings and small tree limbs must be bundled and no longer than 5 feet in length. Weight limit is 75 pounds. Place materials in parkways, not in curb or waterways. This is a Green Waste Clean Up Only. If you have questions if your items will be accepted contact the City Shop at 782-8111, or email mrobison@northogdencity.com Green Waste Facility Opening - The compost facility located at 2700 North and Mountain Road, will open on April 2, 2008. Hours of Operation: Mondays and Wednesdays from 3:00pm-6:00pm and Saturdays from 9:00am-noon. It will be closed during hunting season and on all government holidays. Green Waste passes will be sold to residents at the City Office. During office hours (7:30 am to 5:30 pm Monday thru Friday, except holidays) you may purchase a pass for $10.00. The pass is good for 5 (non-consecutive) days. ACCEPTED MATERIALS: Woody Materials: vines, bushes, twigs, limbs, fitzers and logs up to 12" in diameter. Compost Materials: soft (non-woody), unbagged vegetative material (i.e. Grass clippings, leaves, pine needles, sawdust and shavings, weeds, farm animal manure). Fill Materials: soil, rock, sod, brick, block, asphalt and concrete (prior approval needed). Materials not specifically listed above will not be accepted. This program is operated entirely by volunteer residents of North Ogden. We thank the volunteers from last season and encourage you to be a volunteer this season.
